Proposes amending Article IX, Section 14 of the Rhode Island Constitution to grant the governor line-item veto authority on appropriation bills

Governor would be authorized to reduce specific dollar amounts in appropriation bills while approving the remainder, with reduced amounts becoming law unless the General Assembly overrides with a three-fifths vote

Governor could disapprove individual items or parts of items in appropriation bills without rejecting the entire bill; disapproved portions require separate three-fifths override votes in each chamber

Prohibits the governor from creating new words by rejecting letters or new sentences by combining parts of different sentences when exercising partial veto authority

Amendment must be approved by voters at the next statewide general election after passage by a majority of both houses of the General Assembly
