Authorizes the Attorney General and Department of Health to permit hospitals undergoing court-supervised insolvency proceedings (bankruptcy, receivership, or special mastership) to file conversion applications using expedited review procedures under § 23-17.14-12.1(b)

Requires both departments to determine that permitting expedited filing will not impede their ability to meet Hospital Conversions Act requirements

Establishes accelerated timeline: departments must notify the public and allow comment within 20 working days of receipt, with final decisions rendered within 90 days of application acceptance

Includes a one-year sunset provision from the effective date, though applications filed before the sunset date may continue through the review process

Takes effect upon passage
