Establishes a school of medicine and a school of dentistry as academic units within the University of Rhode Island to address state healthcare workforce needs and improve access to care for underserved populations

Authorizes URI to confer Doctor of Medicine (M.D.), Doctor of Dental Surgery (D.D.S.), and Doctor of Dental Medicine (D.M.D.) degrees, with additional degrees subject to board of trustees and council on postsecondary education approval

Requires accreditation by the Liaison Committee on Medical Education (LCME) for the medical school and Commission on Dental Accreditation (CODA) for the dental school before students may be enrolled

Permits URI to enter affiliation agreements with hospitals, health systems, and clinics for clinical education, residency training, faculty appointments, and research activities

Authorizes General Assembly appropriations for planning, operations, faculty recruitment, and facilities, with capital projects subject to state development processes including voter-approved bonds
