State assumes full cost of dual enrollment programs effective July 1, 2026, including the Community College of Rhode Island Running Start program and New England Institute of Technology early college completion programs

Authorizes school districts effective July 1, 2026 to implement lower-cost curriculum programs that are substantially similar to RIDE-approved programs, with ability to petition RIDE for approval

Pauses purchasing of new curricular materials and accompanying professional development effective July 1, 2026 until further action by the general assembly

Requires Career and Technical Education (CTE) sending districts to be notified of enrollment timelines by April 1 and final rosters by June 15, with no changes after that date unless districts mutually agree
