Prohibits solar radiation modification (SRM), cloud seeding, geoengineering, weather modification, and other atmospheric experiments that release pollutants within or over Rhode Island, including via aircraft, balloons, space-based platforms, or ground generators

Requires the RI Department of Environmental Management Division of Law Enforcement to issue cease-and-desist orders when unlawful atmospheric activity is suspected, and establishes a public reporting system for citizens to report observed violations

Authorizes the RI Air National Guard to interdict violating aircraft, document tail numbers, collect evidence including air samples, and escort aircraft to the nearest airport for investigation

Establishes felony penalties of $5,000 fine and 5 years imprisonment for violations, with each day of violative activity constituting a separate offense

Effective date of August 1, 2026, with state agencies required to develop enforcement procedures within 90 days of enactment
