Establishes state policy requiring the Rhode Island Department of Children, Youth and Families (DCYF) to treat foster children in foster care the same as foster children who have been adopted or placed in guardianship for all purposes

Extends eligibility to adopted and guardianship children for all DCYF programs including: extension of care and placement, YESS aftercare programs, and educational benefits such as incentive grants under § 42-72.8-2.1

Includes access to programs and services related to housing, employment, financial literacy, behavioral health, social services, and health coverage for children who exit foster care through adoption or guardianship

Takes effect upon passage
