Treats political committees established, financed, maintained, or controlled by the same person or group as a single committee for contribution limit purposes

Requires campaign treasurers to report expenditures made by agents or vendors on behalf of committees, and mandates disclosure of accounts payable outstanding for more than 120 days

Prohibits anonymous contributions and donations made in fictitious names or in another person's name for independent expenditures and electioneering communications, with fines ranging from the contribution amount up to $10,000 or triple the amount for willful violations

Accounts payable remaining unpaid for more than 180 days must be treated as in-kind contributions subject to contribution limits, and committees cannot dissolve until all accounts payable are fully paid
