Adds Medicaid enrollment as a qualifying factor for the "student success factor" in Rhode Island's foundation education aid formula, beginning with FY 2027 calculations

Students enrolled in Medicaid will be counted alongside SNAP participants when determining which students qualify for additional funding support (those with family income at or below 185% of federal poverty guidelines)

Requires the Department of Elementary and Secondary Education to use Medicaid enrollment data in calculating the student success factor, state share ratio, and budget estimates

Expands the methods for identifying low-income students beyond SNAP participation to include Medicaid, providing a more comprehensive count of high-need students eligible for the 40% supplemental funding weight

Takes effect upon passage
