Establishes the Rhode Island Student Loan Repayment Program administered by RISLA, providing up to $500 per month in student loan payments for up to 24 consecutive months to eligible recipients

Targets licensed clinical social workers, social caseworkers, and child protective investigators employed full-time in Rhode Island public elementary or secondary schools who commit to 2 consecutive years of service

Requires applicants to have unpaid student loans, be enrolled in the federal SAVE program, and have fewer than 3 years of qualifying employment to be eligible

Appropriates $10 million total to the fund, disbursed at $2 million per year over 5 years, with the program ceasing unless extended by the General Assembly

Gives preference to individuals working in federally designated health professional shortage areas and requires RISLA to provide financial counseling and multilingual application guides
