Creates a restricted, non-lapsing Rhode Island Fire Services Training Fund within the Department of Public Safety to support the Rhode Island Fire Academy and statewide fire service training

Imposes a 0.25% annual assessment on property and casualty insurance premiums collected by insurers, including homeowners, dwelling fire, commercial property, commercial multi-peril, and inland marine policies

First assessment due January 1, 2028, based on premiums from policies issued or renewed on or after January 1, 2027; the assessment cannot be passed to policyholders as a line-item surcharge

Authorizes fund expenditures for Fire Academy operations, recruit training, certification programs, hazardous materials/technical rescue/marine/EMS training, capital improvements, mobile training units, curriculum development, and municipal training grants

Requires the State Fire Marshal to administer the fund and submit annual reports by January 31 detailing revenues, expenditures, training delivered, and municipal participation
