Establishes roads within Quonset Business Park as public roads and clarifies that the Rhode Island Commerce Corporation owns them, with the Quonset Development Corporation (QDC) authorized to act as agent and attorney-in-fact for all road-related matters.

Grants QDC sole jurisdiction and responsibility for all "QDC public roads," removing authority from the Rhode Island Department of Transportation and exempting these roads from state highway maintenance laws.

Authorizes QDC to maintain, construct, abandon, and control all park roads without board approval, including installing traffic control devices and automated traffic violation monitoring systems without state DOT approval.

Empowers QDC to establish its own rules and regulations for road care, maintenance, traffic regulations, and speed restrictions, with these powers superseding and preempting any conflicting state or municipal laws.

Takes effect upon passage and addresses longstanding uncertainty over road ownership that has hindered efficient maintenance and compromised motorist and pedestrian safety within the business park.
