Establishes a 5-year moratorium from July 1, 2026 through June 30, 2031 on collecting green energy surcharges on electric bills, including the RE growth program charge, renewable energy distribution charge, and energy efficiency program charges

Suspends the uniform per-kilowatt-hour surcharge that funds net metering credits for the same 5-year period (July 1, 2026 to June 30, 2031)

Places a moratorium on Renewable Energy Growth Program tariffs for distributed generation projects during the same timeframe, overriding existing protections that guaranteed tariff stability for project financing

Amends three sections of Rhode Island General Laws: utility base rates (§39-2-1.2), net metering (§39-26.4-3), and the Renewable Energy Growth Program (§39-26.6-6)
