Expands the definition of "teacher" to include school nurses, guidance counselors, social workers, and school psychologists in addition to existing categories of educators and administrators

Establishes 19 enumerated rights for teachers including a safe and healthy work environment free from bullying, harassment, and discrimination by administrators, students, parents, or colleagues

Prohibits administrators from coercing teachers to change grades or test scores, and eliminates the requirement for teachers to use personal funds for classroom supplies

Guarantees academic freedom to investigate, present, and interpret facts across all subjects, and protects teachers' right to express personal opinions on course-relevant matters

Limits evaluation frequency to every 3 years for teachers rated "highly effective" (rating of 4) and every 2 years for those rated "effective" (rating of 3)
