Creates a civil cause of action allowing pet owners to recover up to $7,500 in noneconomic damages when their dog or cat is seriously injured or killed by another person's intentional or negligent act

Establishes minimum damages of $500 for serious injury and $750 for death of a pet, with recovery limited to a single award for joint or multiple owners

Noneconomic damages cover loss of society, companionship, love, and affection of the pet

Requires the injury or death to occur on the owner's property or while the pet is under the owner's or caretaker's control and supervision

Exempts non-profit entities and government agencies acting on behalf of public health or animal welfare from liability under this section
