Written denials must state with specificity the reasons, evidence, and rationale for the denial; decisions must be mailed within 7 days after the meeting

Appeals may be filed in superior court within 15 days as a miscellaneous petition, entitling the applicant to a trial de novo before a judge without jury

All documents, records, and proceedings remain confidential and closed to the public unless the applicant requests a public hearing; courts may award attorneys' fees to prevailing applicants if denial lacked good faith basis
