Requires firearm industry members (manufacturers, distributors, importers, retailers) to establish and enforce "reasonable controls" to prevent sales to straw purchasers, firearm traffickers, prohibited persons, and those at substantial risk of harm

Prohibits firearm industry members from advertising, marketing, or promoting products in ways that encourage unlawful sales, unlawful use, or pose risks to public safety

Creates civil liability allowing harmed individuals, municipalities, or the Attorney General to sue firearm industry members for violations, with a rebuttable presumption of failure to implement controls if conduct created foreseeable risk of harm

Imposes civil penalties of up to $10,000 per violation, plus potential compensatory damages, punitive damages, injunctive relief, restitution, and mandatory attorney's fees for prevailing plaintiffs

Takes effect October 1, 2026, and applies to civil actions filed on or after that date
