Requires new housing developments of 4+ units permitted on or after July 1, 2027 that receive state financial assistance or are built on state-owned land to meet accessibility standards: at least 10% must follow Type A standards and an additional 25% must follow Type B standards per ICC A117.1-2017.

Applies to projects receiving state grants, loans, tax credits, bond proceeds, or below-market financing, as well as developments on land owned by or conveyed from the state or quasi-state entities.

Allows municipal building officials to grant waivers only when compliance is technically infeasible due to site conditions, structural constraints, or topographical limitations—not for cost or profitability reasons.

Requires sellers to provide written disclosure at first sale indicating whether units comply with Type A or Type B design provisions.

Mandates annual municipal reporting to the Executive Office of Housing beginning July 1, 2028 on permits issued, certificates of occupancy, and waivers granted, with the office submitting reports to the General Assembly starting October 1, 2028.
