Adds "failure to stop by a driver" (hit and run) resulting in serious bodily injury or death to the list of offenses eligible for criminal injuries compensation under § 31-26-1

Expands Rhode Island's crime victim compensation program, which previously covered only death from hit and run incidents, to now include victims who suffer serious bodily injury

Takes effect immediately upon passage
