Prohibits Rhode Island Medicaid and contracted managed care organizations from requiring prior authorization or step therapy for anticonvulsant and antipsychotic medications on their formularies

Clinical prior authorization edits to prescriptions remain permitted, and medications removed from the market by the FDA for safety concerns may still be denied

Requires reporting by July 1, 2029 on medication spending, claims, prior authorization data, and generic utilization rates for 2021-2029

Mandates Department of Health to collect data from the state and all 39 municipalities on mental health emergency costs incurred by ambulances, hospitals, police, and fire departments

Takes effect January 1, 2027 and sunsets December 31, 2029
