Establishes detailed definition of "ultra premium pipe tobacco" requiring whole-leaf tobacco varieties (Virginia, burley, perique, latakia, oriental), artisanal small-batch production methods, and exclusion of reconstituted or homogenized tobacco materials

Prohibits ultra premium pipe tobacco from containing flavors designed to appeal to minors, though traditional casings like natural spirits, sugars, or botanical essences are permitted

Takes effect immediately upon passage
