Recognizes the regiment's valor at the August 1778 Battle of Rhode Island in Portsmouth, where they repelled three Hessian charges while holding the Continental Army's right flank

Acknowledges the 250th anniversary of the Declaration of Independence and the need to preserve awareness of Black contributions during the Revolutionary War

Directs the Secretary of State to transmit certified copies to President Trump, the Rhode Island Congressional Delegation, Governor McKee, and several historical organizations including the Newport County NAACP and Battle of Rhode Island Association
