Requires the Public Utilities Commission (PUC) and Division of Public Utilities and Carriers (DPUC) to produce a comprehensive study on lowering electric and gas rates for consumers, due by April 30, 2027

Appropriates $100,000 for hiring consultants and experts to conduct the research

Mandates review of all Rhode Island energy programs that add costs to consumer bills, identifying which programs could be terminated to reduce rates

Requires comparison of Rhode Island energy rates and policies with other states to identify practices that result in lower rates elsewhere

Study must recommend creation of "energy notes" for future legislation, similar to fiscal notes, to transparently show the impact of proposed laws on energy costs
