Prohibits the state from issuing any permit or license for the construction or operation of new plastic waste conversion facilities in Rhode Island

Defines plastic waste conversion facilities broadly to include those using chemical, thermochemical, electrical, or catalytic processes such as gasification, pyrolysis, solvolysis, incineration, and depolymerization to process plastic waste

Explicitly includes facilities marketed as "advanced recycling," "chemical recycling," or "molecular recycling" under the prohibition, regardless of how the process is characterized

Prevents such facilities from being classified as manufacturing, materials recovery, or recycling based on the nature or intended use of their outputs

Takes effect immediately upon passage
