Authorizes the Department of Environmental Management to issue and enforce rules and regulations to implement and enforce Rhode Island's existing food waste ban.

Corrects a statutory reference in the food waste ban law, changing the definition citation from § 16-110-1 to § 16-111-1 for educational entities.

Maintains existing food waste recycling requirements: covered entities generating 104+ tons/year must compost (since 2016), educational institutions generating 52+ tons/year (since 2018), and educational entities generating 30+ tons/year (since 2023).

Requirements apply only to entities located within 15 miles of an authorized composting or anaerobic digestion facility with available capacity.

Takes effect upon passage.
