Authorizes the Division of Motor Vehicles to issue special license plates for the Rhode Island Hockey Hall of Fame, a non-profit entity, with design approval required from the Rhode Island State Police

Imposes a $40.00 issuance surcharge on these plates in addition to regular registration fees, split evenly between the state general fund ($20.00) and the Rhode Island Hockey Hall of Fame ($20.00)

Requires a $10.00 surcharge on subsequent registration renewals, allocated entirely to the Rhode Island Hockey Hall of Fame

Plates cannot be issued until minimum prepaid order requirements under existing law are met, with the initial order process handled by the Hockey Hall of Fame

Requires the Rhode Island Hockey Hall of Fame to submit annual accounting reports before receiving funds and to use all Rhode Island-sourced funds for Rhode Island-based charitable organizations
