Requires insurers, nonprofit hospital service corporations, nonprofit medical service corporations, and health maintenance organizations to reimburse certified mobile response and stabilization service providers at rates equal to or greater than the prevailing integrated state Medicaid rate established by the Executive Office of Health and Human Services (EOHHS)

Mobile response and stabilization services provide behavioral health crisis intervention, including immediate de-escalation, stabilization, and follow-up care for children and youth 18 years and younger experiencing acute mental health crises

Certified providers must be licensed behavioral health organizations with demonstrated expertise in child-specific mobile crisis services and relevant state licensure or certification, as designated by EOHHS

Applies to individual and group health insurance policies delivered, issued, or renewed on or after January 1, 2026, with exemptions for limited benefit policies such as hospital confinement indemnity, disability income, long-term care, and Medicare supplement plans

Takes effect upon passage
