Prohibits developers from using the comprehensive permit process for low/moderate-income housing in municipalities that have an inclusionary zoning ordinance requiring at least 50% of all housing developments be low/moderate-income units, even if the municipality has not yet reached the 10% affordable housing threshold

Applies to cities and towns that comply with § 45-24-46.1 inclusionary zoning requirements and mandate the 50% affordability rate for all housing developments

Comprehensive permit process allows developers to submit a single application to build affordable housing instead of separate applications to multiple local boards

Takes effect upon passage
