Requires incarcerated persons to be counted at their pre-incarceration home address rather than the correctional facility location for all redistricting purposes, including congressional, state legislative, and local government districts.

Department of Corrections must collect and maintain electronic records of each incarcerated person's last known street address, race, Hispanic/Latino origin, and age (over/under 18) for anyone entering custody after January 1, 2027.

Department of Corrections must submit annual reports by May 1 to the Division of Statewide Planning with demographic and address data for all persons incarcerated as of April 1 each year.

Division of Statewide Planning must request similar data from federal correctional facilities in Rhode Island and publish adjusted redistricting data within 30 days of federal census data release.

Adjusted population data may only be used for redistricting purposes and explicitly cannot be used for distribution of state or federal aid; all individual information must remain confidential and non-identifiable.
