Requires vehicles with lift axles to keep axles down when carrying loads, with a $100 fine for violations

Increases the width threshold triggering travel time restrictions from 8 feet 6 inches to 10 feet, and removes Kingston Road Bridge No. 403 from the list of bridges prohibited for construction equipment blanket permits
