Establishes a statutory framework for public-private partnerships (P3s) in Rhode Island, defining them as long-term contracts where private entities develop, finance, construct, operate, or maintain state-owned assets while bearing significant risk

Requires the chief purchasing officer to promulgate rules for P3 agreements by July 1, 2027, in consultation with design-builders, contractors, engineers, architects, and labor organizations

Mandates that all P3 contracts require prevailing wages for workers and comply with existing state construction contracting requirements

Requires an objective study to determine whether to use a project labor agreement for all P3 agreements exceeding $25,000,000

Protects state and quasi-public employees by requiring compliance with privatization statutes and collective bargaining agreements when bargaining unit employees may be displaced by P3 arrangements
