Expands state-funded pre-kindergarten programs to explicitly include 3 and 4 year-old children, covering both the state pre-K model and federal Head Start Program

Requires the Department of Elementary and Secondary Education to coordinate with the Department of Human Services' childcare office and Head Start collaboration office to develop criteria for allocating early childhood categorical program funds

Amends Section 16-7.2-6 of Rhode Island General Laws governing categorical programs within the permanent foundation education-aid program

Takes effect immediately upon passage
