Creates an independent Office of Inspector General to investigate fraud, waste, abuse, and corruption in Rhode Island executive branch agencies, with jurisdiction over all officials, officers, and employees

Establishes a 14-member independent commission to select candidates for Inspector General, including the State Police superintendent, auditor general, Common Cause head, police chiefs, and appointees from the governor, attorney general, and general treasurer

Inspector General serves an 8-year term, appointed by the governor from three candidates selected by the commission and confirmed by the senate

Grants broad investigative powers including subpoena authority, ability to administer oaths, enter agency premises without prior notice, and employ certified police officers with arrest and search warrant powers

Prohibits retaliation against employees who report wrongdoing to the Inspector General, with knowing failure to cooperate or providing false information grounds for discipline up to termination
