Serra owned and operated Rippy's Liquor and Marketplace for more than 40 years and served on the Charlestown Town Council, rising to Vice President before retiring

Born in Westerly to Barbara and Matthew Serra, he was a member of Groton Bible Chapel and is survived by his wife, four children, four siblings, and three grandchildren

Secretary of State directed to transmit a certified copy of the resolution to Camelia Serra and family
