Effective April 1, 2027, all carriers operating motor vehicles in intrastate commerce must be permanently marked with a USDOT number conforming to 49 CFR 390.21T

Exemptions apply to state and municipal vehicles, Rhode Island Public Transit Authority buses, school buses, municipal transit buses, government-owned hazardous materials vehicles, and professional driving school vehicles used for CDL training

"Carrier" is defined as any company or person using vehicles with a gross vehicle weight rating of 10,001 lbs. or more, vehicles transporting more than 8 passengers for compensation, vehicles transporting more than 15 passengers, or vehicles requiring hazardous materials placarding

Rhode Island State Police designated as the lead agency for managing inspector certification and annual in-service training for the Motor Carrier Safety Administration Program

Private contractors transporting hazardous materials on behalf of cities, towns, or state agencies are not exempt from the USDOT marking requirements
