Prohibits manufacture, sale, or distribution of covered products containing intentionally added PFAS starting January 1, 2027, with a later deadline of January 1, 2029 for artificial turf and outdoor apparel for severe wet conditions

Covered products include artificial turf, carpets/rugs, cookware, cosmetics, fabric treatments, juvenile products, menstrual products, ski wax, textile articles, and firefighting personal protective equipment

Authorizes the Department of Environmental Management director to grant exemptions for products that are beneficial to environment/public health/safety, have no technically feasible PFAS-free alternative, or lack comparable non-PFAS products at reasonable cost

Establishes civil penalties of up to $1,000 for first violations and $5,000 for subsequent violations, with higher penalties for class B firefighting foam manufacturers ($5,000 first offense, $10,000 repeat offenses)

Permits DEM to participate in a multijurisdictional clearinghouse for sharing information, maintaining a database of PFAS-containing products, and tracking exemptions across participating states
