Establishes a moratorium on changes to Rhode Island's state energy conservation code until January 1, 2031, freezing standards at the 2024 International Energy Conservation Code (IECC) level.

Any deviations from the 2024 IECC during the moratorium period require approval by the General Assembly and the governor to take effect.

Requires the state building code standards committee to adopt the 2024 IECC within 3 months of its release and meet or exceed its electric readiness provisions within one year.

Mandates development of a compliance plan within 6 months of code adoption, targeting at least 90% compliance in new and renovated residential and commercial building space statewide.

Takes effect immediately upon passage.
