Transforms the existing green buildings advisory committee into a 17-member Green Buildings Act Commission with regulatory authority to implement and enforce green building standards for public facilities

Lowers the renovation threshold triggering green building requirements from 40% to 20% of a structure, expanding the scope of projects that must meet LEED, LEED for Neighborhood Development, or SITES certified standards

Requires compliance with green building standards as a condition for obtaining building permits and certificates of occupancy for public major facility projects of 10,000+ gross square feet

Commission membership includes 9 public members (appointed by governor, senate president, and house speaker) representing fields like architecture, engineering, labor (AFL-CIO), and municipal government, plus 8 public agency representatives

Grants the commission authority to promulgate regulations, establish subcommittees, pursue funding, collaborate with the executive climate change coordinating council, and publish annual reports on operating savings and greenhouse gas reductions from certified projects
