Requires social media and online platforms to implement age-verification measures and set privacy protections by default for users under 18, blocking unconnected users from direct messaging, viewing profiles, tagging, or conducting financial transactions with minors

Mandates parental approval for all new social connections for children under 13, and requires parental consent for all financial transactions (including virtual currency) for all minors under 18

Prohibits platforms from using "dark patterns"—deceptive design interfaces that undermine the privacy protections or parental rights established by the act

Grants the Attorney General authority to enforce the law and promulgate regulations, with civil penalties up to $5,000 per violation, plus injunctive relief and restitution

Requires the Attorney General to maintain a public complaint website and prohibits platforms from discriminating against users who exercise their rights under the act
