Requires firearm purchasers to complete and pass an 8-hour basic firearm safety training course (increased from 2 hours) and a standardized written test, with certificates valid for 5 years

Transfers safety training program administration from the Department of Environmental Management to the Office of the Attorney General, which will certify instructors for 10-year terms and maintain approved course lists

Mandates training curriculum include live fire training, instruction on deadly force laws, secure storage, conflict resolution, and suicide prevention

Exempts active duty military, National Guard members, law enforcement personnel, and holders of concealed carry licenses; allows certificates issued before the effective date to remain valid until January 1, 2031
