Prohibits landlords, property managers, and their agents from using algorithmic devices that incorporate nonpublic competitor data to set, recommend, or adjust residential rent amounts, effective January 1, 2027

Defines "algorithmic device" as software using AI or machine learning to analyze rental market data for pricing purposes, and "nonpublic competitor data" as proprietary information on rent prices, occupancy rates, and lease data not available to the general public

Exempts rent calculations for compliance with federal, state, or local housing programs; tools producing only monthly aggregate historical market reports without individual recommendations; and internal record-keeping systems that don't influence rent

Violations constitute unfair or deceptive trade practices under Rhode Island law, enforceable by the Attorney General or aggrieved individuals through equitable relief and civil penalties

Grants the Attorney General authority to promulgate regulations for enforcement, including definitions, exemptions, recordkeeping requirements, and compliance processes
