Creates a new "early voting" section in Rhode Island election law, allowing voters to complete ballot applications in person using electronic poll pads at boards of canvassers during the 20-day period before an election

Requires voters to present valid proof of identity to receive an early voting ballot, which is then placed into a state-approved electronic voting device secured by the board of elections

Removes existing provisions that allowed "emergency" mail ballot applications to be completed via electronic poll pads, replacing that system with the new formal early voting process

Extends all standard election day voter protections and procedures to apply during the 20-day early voting period

Takes effect immediately upon passage
