Requires hospitals and healthcare facilities that perform blood donations to allow patients to make autologous donations (donating their own blood for personal use) or direct donations (donating for a specific other person) before scheduled medical procedures when ordered by a healthcare provider

Mandates blood banks comply with healthcare provider orders for autologous or direct donations, unless the donor is in ill health, has a heart condition, weighs too little, or has other medical reasons preventing donation

Caps blood bank fees for facilitating these donations at their regular fee, while allowing separate charges for storing donated blood until use

Directs the Rhode Island Department of Health to promulgate rules and regulations for implementation

Takes effect immediately upon passage
