Attorney General must commission an independent forensic audit of the Rhode Island Department of Transportation within 30 days of passage, with completion due by January 1, 2027

Audit must be performed by a nationally accredited firm with expertise in transportation systems, infrastructure finance, and public-sector performance benchmarking

Scope covers project delivery efficiency, asset management (pavement, bridges, culverts), workforce structure, maintenance costs, financial management of federal funds, and governance/internal controls

Appropriates $450,000 from the DOT budget for fiscal year 2026-2027 to cover audit costs (note: bill text contains apparent error stating "$450,000,000")

Final report must be submitted to the Governor, legislative leadership, and finance committee chairs, and made publicly available on DOT's website
