Removes previous requirements that two-thirds of firm partners/directors/managers be registered architects or engineers and one-third be registered architects, replacing them with simplified requirements that a registered architect must be a partner/director/manager and have direct control of architectural practice

Requires architecture firms to obtain a certificate of authorization valid for two years, expiring on the last day of December of each even-numbered year, with fee waived for sole practitioners who are Rhode Island registered architects

Mandates firms file amended applications within 30 days of any changes to previously submitted information

Provides a six-month grace period for firms undergoing ownership transitions or changes in responsible control to obtain a new certificate of authorization

Establishes a transition period where existing certificates remain valid until there is a business structure change or change in responsible architect, with full compliance required by December 31, 2028; act takes effect January 1, 2027
