Marinas prohibited from requiring boat owners to disclose private invoices or contracts, pay sales commissions unless the marina acts as broker, or remove "for sale" signs from vessels

Boat owners entitled to itemized invoices showing wholesale costs and markups, the ability to store vessels elsewhere during winter without losing summer slips, and direct communication with technicians working on their boats

For marinas under common ownership within the same municipality, annual fee increases capped at 10% or CPI plus 2% (whichever is higher), and special assessments limited to capital improvements approved by majority vote of slip owners

Violations subject to private right of action with minimum $1,000 statutory damages, enforcement by the Rhode Island Attorney General's consumer protection unit, and additional remedies under state unfair trade practices law
