Prohibits airlines and travel agencies from placing expiration dates on airline tickets or flight vouchers, charging surcharges or additional service/maintenance fees, or limiting redemption time periods

Requires airlines and travel agencies to maintain complete records of each ticket or voucher issued, including date of issue, full value, and identification number

Violations are punishable by a fine of up to $200

Exempts tickets and vouchers distributed through awards, loyalty, or promotional programs where no money or value is exchanged, though restrictions must be disclosed in writing at time of issuance

Does not prohibit airlines and travel agencies from refunding unused portions of tickets or vouchers
