Increases the maximum length for single vehicles from 40 feet to 45 feet, eliminating the separate 45-foot limit that previously applied only to motor buses, motorized campers, and recreational vehicles

Expands farm vehicle exemptions to include exemptions from maximum width, maximum length, and front/rear load extension requirements (up to 15 feet), plus axle load and maximum weight limits for farm machinery hauling non-divisible farm equipment

Adds requirement that vehicles with lift axles must have lift axles down when carrying a load, with a $100 fine for violations

Raises the width threshold triggering travel time restrictions from 8 feet 6 inches to 10 feet for vehicles requiring blanket permits

Removes Kingston Road Bridge No. 403 (I-95 over Kingston Road) from the list of bridges where blanket permits are prohibited, leaving only the Blackstone River Viaduct restricted
