Expands Rhode Island's Appliance and Equipment Energy and Water Efficiency Standards Act to cover additional product categories including computer server power supply units, commercial and industrial fans and blowers, expanded scope electric motors (0.25-3 horsepower), and state-regulated battery charger systems.

Strengthens water efficiency requirements by adopting WaterSense certification standards for lavatory faucets (1.2 gpm maximum, down from 1.5 gpm) and showerheads (1.8 gpm maximum, down from 2.0 gpm), and adds standards for metering faucets at 0.20 gallons per activation cycle.

Updates commercial equipment standards to newer ENERGY STAR specification versions, including Version 3.0 for commercial fryers and ovens, and Version 4.0 for computer servers.

Establishes January 1, 2028 compliance deadline for commercial dishwashers, commercial ovens, computer server power supply units, faucets, general fans/blowers, and showerheads; January 1, 2029 for expanded scope electric motors.

Creates safeguard provision preserving federal energy/water conservation standards as of January 19, 2025 if those federal standards are subsequently withdrawn, repealed, or voided, ensuring minimum efficiency levels remain in effect in Rhode Island.
