Electric and natural gas utilities must read meters and update billing on a monthly scheduled interval, with bills forwarded within 14 days of the scheduled reading

Utilities using estimated bills must file their estimation formula with the Public Utility Commission (PUC) for approval, and any formula amendments require PUC review

If a utility fails to conduct quarterly meter readings, it cannot demand payment exceeding the prior estimated monthly bills, and any excess charges are forfeited for that period

Costs of meter reading conducted by utilities cannot be passed on to ratepayers
