Requires all public, charter, and private schools to establish concussion oversight teams that must develop return-to-play and return-to-learn protocols consistent with CDC guidelines

Students must be immediately removed from interscholastic athletic practice or competition if a coach, physician, game official, athletic trainer, parent, or the student themselves suspects a concussion

Students cannot return to play until evaluated by a physician, athletic trainer, or physician assistant, and must complete both return-to-play and return-to-learn protocols with written medical clearance

Students and parents must sign an annual acknowledgment form confirming they received and read information about concussion prevention, symptoms, treatment, and safe return guidelines before participating in athletics

Coaches are prohibited from authorizing a student's return to play or learn; school administrators must supervise protocol compliance and cannot delegate this to coaches
